President Kenyatta ordered the
Ministers to leave office to pave way for the announcement of a new Cabinet
anytime from today to Monday
The directive by the President was in a statement from State
House saying "the Grand coalition Government stands dissolved as its
tenure came to an end once Kibaki handed over power"
“The tenure of the Cabinet serving either as part of the
Grand Coalition Government or as part of the caretaker Government under
President Kibaki, which has been in place since the holding of the first
elections under the Constitution of Kenya 2010, on 4th March 2013, came to an
end on midnight of 9th April 2013,” he said.
President Kenyatta said that the occupants of the offices
are expected to have vacated them as at the expiry date.
“Consequently, the occupants of these Cabinet positions are
deemed to have vacated them for all purposes whatsoever”.
The Cabinet positions were left vacant but the respective
Ministries will continue operating until a new government is installed.
President Kenyatta said that the Permanent Secretaries will
carry on with the duties of the Ministries until a new Cabinet – which will be
less than half of the Grand Coalition Cabinet – is installed.
However, questions on when the new Cabinet Secretaries –
initially referred to as Cabinet Ministers – will be named remain unanswered as
sources
privy to the Jubilee government operations indicated that this will
happen between now and Monday next week.
The sources further indicated that President Kenyatta and
his deputy William Ruto will name a Cabinet of 19 Cabinet Secretaries and a
couple of Principal Secretaries.
The nominees for the positions of the Cabinet Secretaries
will however be vetted by Parliament and later forwarded to the President for
appointment.
President Kenyatta noted that the declaration of the Cabinet
posts as vacant will not create any vacuum as their roles will be delegated
until the new Cabinet is in place.
